The old boys didn't seem to think of vests and waistcoats as the same article of clothing.

His working cloaths were a home manufactured long cloth waistcoat with sleeves, and breeches, yarn stockings, ozenbrigs shirt, and good shoes, nailed with bobs; he is possessed of and has taken with him, a blue German serge coat, a green broadcloth vest , two pair of cotton and one pair of thread stockings, two white shirts ruffled at the breast, a good castor hat with band and buckle, a pair of good pumps, with a pair of double rimmed silver buckles.
They also don't seem to be describing what I have always understood as a vest:
